Rose Plants looking awful!!! HELP!!

We inherited a beautiful rose garden when we moved into our house. They have been amazing for the past 8years, this year they are usually in full bloom… see photo!! I know that things change from year to year and a lot of plants aren’t blooming that did previously. But I’ve noticed that a lot of plants are loosing their leaves. Buds which are their are frazzling up. It looks like winter just bare stems on some!! 
They were hit by the late spring frost but seemed to recover, I used Uncle Toms rose tonic water which I’ve never done before, I’m wondering that’s what has caused it? They were also battered by really bad winds a few weeks back some branches snapped then even though they were pruned well this which could mean wind burn is to blame? It also never stopped raining for so long so don’t know if it’s that? Or a combination of all three!!!! The roses in the back garden look so well it’s confusing me- these almost look like they are going to die!!!! Some of them are so old I’d hate to have killed them!!!     Welcome to the forum  :)
    It has been an exceptional year weather wise. At first glance it looks to me as though the ones on the left aren't as badly affected ?
    We have several rose experts on the forum, l will tag @Marlorena, but hopefully others will be able to help.
    Must admit l haven't heard of Uncle Tom's rose tonic, but l think it's more likely to be weather related. 
    I will wait to see what the experts say !
  • Thanks so much @AnniD! Most definitely the ones in the left aren’t as bad- I went back out just then though to water and the leaves were dropping all around me!!

    I would say maybe they are having a bit of a pause, while they recover their feet. Where abouts are you?

    Pic one.  All looks nice.
    Pic Two. Overgrown. Suggest future pruning. Open up the center of the plants.  This will also help to avoid fungal infections.  Pic Three.  With climbers, pruning is og great importance.  Far too much growth has taken place between breaks.  Climbers and ramblers will go on and on.  They have to be kept under control.
    Additionally.  Roses are greedy feeders.  A good top dressing or as some call it, a good mulching will be beneficial.

    We’re in north west England. I’m wondering if that’s the case!! At one point it was so wet they will have been sat in so much water.

    We live in a farm and so they get their share of well rotted manure!! Then bark mulch on top.
    I do prune them hard each year and am a stickler for making sure I cut it outer buds! But unsure if I should prune them now though is it ok to do so at this time of year? They are actually not as high as previous years.
    It might look a little unruly at the base as this year I planted Muscari and Tête-à-tête bulbs to flower in spring and not cut them back yet!
