Soaker Hose / Leaky pipe problems

Hi, I have just installed a soaker hose (leaky pipe) in my vegetable plot but I am struggling to get the flow right, lots of water at the start and very little at the end. I have set it up as the company advises you to do, hozelock non return connector, pressure regulator, small amount of hose pipe connected to 23m of soaker hose then an end stop.
Has anybody had the same? Is this how it is supposed to be? Is there anything else I can try. Thanks Sarah
