Salix Falmingo Tree - No growth

I've had this Salix Falmingo Tree for 4 years now, and every year it's had new growth and the typical pink / white leaves by this time of year without fail and little pruning. This year, as you'll see we've had hardly any new growth (I don't actually think theres any!) and we still have no leaves. Is it still alive? What can we do to save it and encourage new growth? Any advice would be greatly appreciated as we don't want to lose this beautiful tree!

Salix are very thirsty trees (think willows with their toes in the riverbanks). We had an incredibly dry early spring ... despite the wet May the soil down in the root area could still be quite dry ... I would pour a minimum of two or three buckets full of water gently over the root area every other day, whether it rains or not, from now until mid September.
