Strange Dahlia Issue

Hi everyone. I’m having a strange issue with a couple of my Dahlias. I’m seeing old “inside” growth looking quite droopy at times, and the newer growth that’s happened outdoors doesn’t seem to be having the same issue. They were hardened off for a week during the day and then 6 nights day and night before being potted on.im not madly worriesd since the new higher up growth is so healthy but still better to be safe...
Ive been watering only when it’s dry and then about every 2/3 days.

As you say upper leaves are ok, they’ll soon outgrow the old ones and it’s warmer now.
