Grape vine concerns - Wilting

Hi there,
I wonder if we can get some advice on our grape vine. We have lived in our house for 3 years and the grape vine was here when we moved in, we think the vine is approximately 13 years old. Every year so far it has grown very well, with buds forming in April and the vine growing vigorously by late May.
This year is a different story and we aren’t sure whether to be worried, or whether the unusually damp and cold spring has caused the issue.

The vine has started to produce buds and shoots, however all the shoots so far are wilting. I have attached two photos - one showing the wilting and one from a cut vine to show the inside (in case helpful!).
We really hope this is just an effect of the recent weather and it’ll recover, however any advice would be greatly appreciated!
