Outside during the day but not at night until temps are closer to 14C on average. Probably another couple of weeks, but they'd appreciate the sun outside in the day. If they have not been in the sun before, get them used to it little by little or they'll get sunburn if in the sun for a long period

I can see a little discolouration on the fallen leaf. Are there a lot of fallen leaves? If it's just one or two, it's nothing to be concerned about - older leaves will be dropped by the plant.
Overwatering is a possibility. I don't water until the pots feel light. They don't need to be in a saucer with pebbles for humidity in the UK as it's plenty humid enough here for them - It's best to keep the humidity down and the compost only just damp/moist

I never put chillies outside, normally I grow Apache,this year just sweet peppers already flowers and staying in the conservatory,and I am in the warmest mildest part of the SE UK
