When can I plant these chilli plants outside. Night time temperatures are now 10c

Probably another couple of weeks, but they'd appreciate the sun outside in the day.
If they have not been in the sun before, get them used to it little by little or they'll get sunburn if in the sun for a long period

Are there a lot of fallen leaves?
If it's just one or two, it's nothing to be concerned about - older leaves will be dropped by the plant.
Overwatering is a possibility. I don't water until the pots feel light.
They don't need to be in a saucer with pebbles for humidity in the UK as it's plenty humid enough here for them - It's best to keep the humidity down and the compost only just damp/moist

They need to be gotten used to the full sun little by little - they've had a bit too much
They will recover, but you may loose some leaves
