Roman tree graft union buried

We planted a bare root Rowan tree in November size 8/10girth. Over the last 4 weeks or so the leaves have started to die back despite  it being watered every week. When we planted it the graft union wasn’t very obvious but we thought we’d planted it above soil level. Clearing the soil back from around the trunk,  it’s now obvious that the graft is below soil level.  Will the tree survive or is there any way we can solve the problem without having to dig the tree up completely? Thanks.
