Plum tree disease

This plum had a bumper crop last year, but towards the end of summer the growth seemed withered on one side. This was removed in its annual pruning.
This year the odd growth has started again. It seems to effect whole limbs, but not the whole tree. Most of the tree is healthy, but after the frost during flowering it looks like there is no fruit this year, so if I need to remove growth I can, but should it be done this early.
