Chlorosis or virus?

Hello! Dahlia advice gratefully received. 

My outside over-wintered dahlias are coming up now.  The leaves  are all very yellow when compared to the new tubers (lush green). 

Now, the old tubers were all dug up in early spring so I could refresh the  compost with slow release fertiliser and blood&bone. We do have terrible chalky soul but they aren’t in it. So wondering if it could be virus? We had many leaf hoppers, aphid and thrips last year. The plants do get sun all day.

    Several of my potted up dahlias yellowed, I found some varieties suffered more than others! I think they got affected by cold nights. Happily they’re greening up now. Hopefully yours will do the same.
