Build Raised beds before laying topsoil?

Hi Everyone,
I'm looking for some advice.... we have just removed the old sod from the garden and turned over the soil incorporating some much needed organic matter! We now have a good base for our future plans
The aim is to build a row of oak raised beds on either side and then lay lawn down the centre... question is...should I level with topsoil before building the beds? just thinking terms of levels on both sides this would be sensible? or build beds and then topsoil around them??
