Pyracantha - one good, one bad

Morning folks,
I bought two pyracantha last year and planted them in the same area, with the same conditions, and have treated them exactly the same (watering, mulching). But their growth is very uneven, with one full and starting to bud up and the other leggy and yellower. I have attached photos.
Can the experts on here shed any light or recommend how I might be able to encourage the 'lesser' of the two to play catch up?
