Growlight for plants

Can anyone recommend the best kind of growlight for seedlings? I've been using (rightly or wrongly) standard low energy white lights very similar to what is in the picture for my seedlings, I've heard I should really be using red & blue light for seedlings. 

Could anyone send me a link / direct me to some tried and tested lighting? This would explain why my seedlings are on the leggy side...

    Standard lights don't give the full spectrum that plants need. I'd expect any purpose designed lights to be fine, you can't use any lighting that is not made for that purpose. After all you're trying to simulate daylight.
