Alliums - no stems just leaves

Does anyone know why my alliums haven’t grown properly? A couple have grown stems but the rest are just leaves.

    Not sure why the picture is showing sideways!

    I don't know if it is your case, but for me the allium bulbs that did not get water (under heaves) in winter and spring have just produced leaves. All my other second year bulbs are ok albeit delayed by the cold weather.
