Chrysanthemum seedlings

My chrysanthemum seedlings can be seen in the photo below. Are they of the right size for being potted on? Do I pot them at the same level as the current one or can I bury them until the first set of leaves? Thanks in advance.

And dances with the daffodils (roses). Taking a bit of liberty with Wordsworth :)

    You may want to give them just a few more days to develop more roots.
    It's a long time since I grew them from seed, but I don't think they root from the stem like tomatoes do.
    They need more light if possible to prevent legginess
