Reviving Virginia creeper

Hi there, I recently moved into a house which has a back wall covered in virgins creeper which looked stunning. When we viewed the house laster summer it was solid green, having moved in recently I have noticed large tracts of dead vines.



 It appears some medium vines that travelled to the ground were clipped (1xcm diameter with no leaves) and large roots had been aggressively trimmed (see pics). One root is weeping white fluid at the cut while the other has green dots (mould?). 



I also inspected the flowering sections and most had small buds that had died off but the vines were still flexible and green in cross section so I am assuming they’re still alive.



I guess is there anything I can do to rescue the existing vines? I am a total novice gardener and the previous owner didn’t do much in the garden except for removing the rotting remains of a shed before we moved in and apparently trimming back the vines. Any help would be greatly appreciated.

FYI a majority of the vine originates seemingly over the wall as the vines drop down to my garden for the most part, especially in adjacent gardens so maybe the problem is elsewhere, but seems it is more likely the trimming has had an impact.
