Evergreen Star Jasmine
Since we had a fence renewed last September, our Star Jasmine, which is planted in the ground, has deteriorated. All the leaves have turned brown and are dropping off. It seems that the branches are still alive as they are white when the outer layer is scraped off. It was suggested that the concrete is absorbing all the moisture, but despite giving it lots of water and mulching, it continues to deteriorate. Incidentally, the roots were not damaged when the fence was put up. Can anyone help please? It has been such a beautiful specimen for three or four years now. Thank you.

It may simply have died or it may be slow to get going from being stressed by the strange spring with a very cold, dry April and lots of frosts.
I have two of these. One was planted out in the soil against a wire mesh panel and open to the elements. It has survived well enough but is not yet putting on lots of fresh spring foliage and growth.
The other is still in a pot while I decide on its future home and has been stood on the south facing side of the polytunnel so sheltered from all the north winds and with other plants filtering the easterlies. Like the one in the ground it's been watered thru the dry spells and given a big dollop of pelleted chicken manure and it has just started showing healthy new young leaves and is looking bonny.
I'd give yours another month, watering in dry spells, but if nothing shows after that, give up and find a new plant for that spot.
