@B3@Busy-Lizzie it’s probably just me but I have limited success with lavender. Love them in year 1 and then they get woody and ugly at the bottom! What am I doing wrong?
I think since there is not a big area of soil available something robust is needed and although a hedge will need to be trimmed to keep it to size I'd go for Cotoneaster franchetii and keep it trimmed to about waste height to maintain sight lines for the safe use of the driveway. It could also be kept to a height that matches the wall at the side of the house and gently slope to a lower level at the front. It has inconspicuous flowers in summer that are popular with pollinators and has berries to feed the birds in winter.
