Flattening garden - retaining wall

It can be done but for me, it's too big a job and I would improve what is currently there. Upgrade the paving, and reconfigure the steps (with nicer, stone, step units) so they are shallow and deep; they can be ideal for sitting on/parties etc and could be a lovely feature.

Don't forget that the lower the garden surface, the higher the existing boundaries will be and potentially the more sun they will block out of your garden  ... you could end up sitting in what feels a bit like the bottom of a dark box  :/

Gardens don't have to be flat ... there are some examples of beautiful terraced gardens on this forum ... somewhere ... I'll have a search later when I get back from taking OH for his jab ... or maybe someone else can find some?

As others have said, it would be one heck of a job to level the whole site. Personally l would keep the two levels. The photo below was posted on an earlier thread by @Safflower and gives some idea of what you could do. I like a lawn so would lift the slabs (you could try getting rid of them on Freecycle or similar), and spend the money on good lawn preparation instead.
If you were happy to keep it slabbed, you could hire a power washer and give them a good clean, or replace them and keep your plants in pots. I think @Jacquimcmahon has a roof terrace with loads of pots and may be able to advise  :)

Hi that's my garden. Just so you know, I really LOVE sitting on the sunken patio in the summertime. It feels really private and is cool in the shade. Good luck! I think if you turf your top section, you'll love it.
