You could cut back the 2 brown stems. Most plants are around 2 to 3 weeks behind at least due to the chilly Spring, as B3 says all the work is going on beneath the soil getting it established. Yu should start to see signs of life within a month l would think . Were the stems covered in a sort of waxy substance? You can buy roses with this stuff on the stems, l have one which is growing behind the rest, but apparently it eventually disappears.
No there wasn't any wax on it. I have had that on potted roses before though. It has been a bit chilly (a bit!!??) here in Northumberland! I'll cut back the brown stems and try to be patient.
