Bare Root rose planted 3rd March.

Still no sign of any new growth. Is it still too early to judge?

Scratch a bit of bark. If it's green underneath, it's alive. If it's brown, it's dead.

3 stems green, two stems brown. I bought it online. Should I complain?

Well it's alive. I would suggest patience. There's probably things going on underground to establish your plant

I've never planted a bare root rose before (plenty of potted ones) so not sure when it should spring into life.

You could cut back the 2 brown stems. Most plants are around 2 to 3 weeks behind at least due to the chilly Spring, as B3 says all the work is going on beneath the soil getting it established. Yu should start to see signs of life within a month l would think :) .
Were the stems covered in a sort of waxy substance? You can buy roses with this stuff on the stems, l have one which is growing behind the rest, but apparently it eventually disappears.

It’ll concentrate on growing a good root system in its first year ... it can’t produce and support foliage and flowers without that being in place 😊

No there wasn't any wax on it. I have had that on potted roses before though. It has been a bit chilly (a bit!!??) here in Northumberland! I'll cut back the brown stems and try to be patient.
