Hebe management

I have hebe shrubs that have not been pruned for years and are now really leggy and unattractive. They have flowers and good growth but it all starts 2/3 feet from root. Can they be saved and returned to manageable size?

    I'm no expert but I took cuttings from a Hebe and they all rooted well maybe you could try that.
