Ground Elder coming in from a neighbours garden

Does anyone have words of wisdom for getting rid of ground elder?  I have a west-facing border (fairly narrow) which gets totally invaded every year by ground elder coming from our elderly neighbours garden.  Last autumn I dug out all the roots and cleared the ground on my side but already the signs of re-growth are showing....before it gets too much of a hold, is there anything I can do to either kill it off (despite the majority of the plant being on the other side of the fence) or is their a plant that would out compete it in the conditions and therefore weaken it, or keep it to its side of the fence?  It is such a thug - I don't want to plant any new plants in the bed until I have got it under control....

    You can use Resolva on the new growth which goes down into the roots and helps keep it under control but I doubt you'll ever get rid of it for good, unfortunately. I've noticed today that's its popping up in some of my beds I've not seen it in before.

    If you dig a trench about a foot deep and line with old compost sacks or black plastic. Mine’s still working after 12 years.

    Thanks Lyn - I will have to give it a try....but the bed is only about a foot and a half wide - so not a lot of room to play with!

    It won’t take up any space, use a compost sack, black side out so don’t see it. 
    Just chop a trench down with a spade and insert bag.
