Blistered oak sapling - help!

Would anyone be able to tell me what is wrong with this oak sapling I have been nurturing for 7 or so years now, since a squirrel popped it into a pot of mine.  It suffered from drought stress last year and I was elated to find green shoots on it this spring but now it looks to be in terrible pain. 😣. I wonder if it is! And what this is & if it is treatable. Oak leaf blister sounds right images and descriptions online don’t tally. Any suggestions would be hugely appreciated. Thank you.

    I’m not expert on trees, (shamefaced living in the country) but I think they are Galls and should be cut off and destroyed,  I’m sure there are very knowledgeable  tree experts on here though to help you.
