Rose help please!

My Mum has a rose that isn't doing as well as it used to and she mentioned taking it out after this year but it was something she and her late husband brought together so I'd like to help her try to save it if possible. Could I take cuttings from it to grow new plants? Would this work as it has been flowering less the past couple of years? If so, when should I do it and is it as simple as taking a cutting, putting some rooting powder on it and then into compost? Any help for this would be greatly appreciated, thank you
