Please can anybody let me know, what river grass is this?

I am far from being a grass expert, but I was wondering if it's pendulous sedge.

Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.

I wondered about that but the flowers aren't quite droopy enough. Maybe it is just starting to flower.

I agree it must be carex pendula. I was asking my friend from Isparta. There it is locally known as ‘Ottoman grass’
