What is this flower tree

Who can tell me what kind of tree this is? I've been planting it outside for three years and it hasn't grown any taller.

Dwarf azalea possibly one called Rosebud. Does stay quite compact. Looks like it could do with an ericaceous feed though.

I agree with Palustris. A dwarf azalea. I think it could do with an overall repotting with fresh ericaceous compost for sure after it's flowered. In the meantime, perhaps some ericaceous feed or sequestered iron could help.

Technically/botanically comes under Rhododendron.
Rhododendron Rosebud is a gorgeous dwarf shrub with double pink flowers.
It will never grow to be a tree.

Sadly a very unhappy shrub...needs TLC
