    I've never found them particularly inclined to regrow from bits of root so as long as you get them mostly out they are gone, IME. They do self seed quite freely, or at least some do. The fancy cultivars don't

    I think it is Aquilegia. I have one corner of my garden full of them in many different colours. Pretty , easily self seeding.
