Mulching around closely spaced 9cm pot perennials

Hi,

I'm planting a new garden with herbaceous perennials and ornamental grasses, mostly from 9cm pots. Supported by feedback from this post I am going to plant them quite closely.

I'm planning to mulch the whole area with this product which is horse manure composted at high temperature and weed free.  (For moisture retention, weed reduction and soil improvement).

I'm thinking:
- a circle mulch free about 10-15cm diameter around each plant
- over 60 sq m, 3 cubic meters should be about 6cm deep (allowing for the circles)

I expect it is going to be quite a fiddle putting it around all the plants, but does that sound like a good idea?   Some of the plants are quite small at the moment so 6cm of mulch seems like a lot, but I'm sure they will be a lot taller soon.  Suggestions?
