Weeping acer

My low growing weeping acer only has leaves at the ends of the branches , lots of small thin branches gone white and dead,

    That does look like a severe case of die back.  This is very common, even in mature Acers, but normally it's only small quantities.  I would be patient.  It's been a very dry Spring in many parts of the UK. 

    Keep the tree well watered, ideally with rain water, and give it a weekly ericaceous feed (or spread a fresh bag of ericaceous soil around the roots).  If in the next month it has not grown any leaves on the bare branches, then I think you have to assume those parts of the tree are dead.

    You can prune these off, but it is better to do this when the plant is not in growth.  With so many potentially dead branches, it might be hard in Winter to tell which are the living parts of the tree, and which are dead.  You could therefore do a pruning later in the Summer, but make sure you only cut through dead wood.  It's generally quite easy to tell which branches are dead from the colour of the trunk.
