stunted chili seedlings

Any idea why my chili seedlings aren't growing on? They germinated fine and have been on a window ledge since. Whist my other various seedlings have grown on these have just stubbornly not done anything more. Now one of them is slowly dying and the seedling leaves turning yellow ( I only have two...).
The seeds are the ones from Gardner's world magazine.
