Root rot?

I posted a couple of weeks ago about a sad looking heather that I have. Since then unfortunately lots of my plants have either started dying or have completely died. They are going brittle and splitting or branches are dying back. I first noticed a few signs of this at the end of last year and I thought it was the dog that had snapped branches off but now it's happening to all of them.
I'm pretty sure this is some sort of root rot after doing lots of googling. Is this as bad as it sounds? It's in one half of the garden at the moment, is it likely to spread all over?
If I dig out all the affected plants and replace the top soil is it worth replanting or is it just going to come back again? I'm gutted, our garden was just starting to get established and looked great last year, now it's been decimated!
