Struggling with my holly hocks

i bough 2 holly hocks from a local shop and repotted, few weeks later, a brown reddish colour started to appear on the plant and eat the leaves, they all dropped now. read some articles abour rust/fungus but im not sure, what can i do to save it?
2nd thing, all the tiny flower buds that were along the entire stalk, turned yellow and dried out and dropped. now i only have few buds at the very top end of the stalk. can i cut back the stem to the first set of leaves to promote new buds? given some seed pods have formed already and i removed them too late. im afraid if i cut back the stem, it wont regrow as its in the last season?
so to cut it short, my question is:
1. what can i do for the rust issue
2. can i cut back the stems now during flowering or not? if not, what else can i do?
