Lonicera nitida hedge not thriving

Late last summer we planted a lonicera nitida hedge.  It was planted through weed matting as we had a lot of bindweed and hoped to suppress it.  It is about 12” back from the edge of a new path which has been constructed with a sloping concrete support under the soil about 3-4 inches in on the side of the path.  We watered them a lot to start with and initially the hedge plants seemed to be doing well, but this spring a lot of the branches are dying back.  I have cut the dead looking branches and have been giving it plenty of water over the last few days, but it continues to die back more and look very unhappy.  Can anyone help with advice?

I can see plenty of good new growth there, so just snip out the dead bits. I just clipped my lonicera hedge today and it also had some dead bits but I think it's just one of those things. Hard winter perhaps. Mine is over 20 years old and I keep it at about 8 inches high and slightly less wide. It's tough stuff, at least on my light soil.
