Cotoneaster cornuba tree

I planted a Cotoneaster cornuba tree last autumn but it got waterlogged so I replanted it raised up making a mound shape. But now it looks like it's either stopped growing or it is dying because there aren't any signs of new growth. What should I do?

    Hi and welcome to the forum.
    The waterlogging incident could have caused the roots to rot. https://www.rhs.org.uk/advice/profile?pid=235 If the syptoms appear in this advice from the RHS then you will know the cause.
    Alternatively, the plant could be recovering from its move to a new spot and as the weather has been cold, it may not have geared up for spring growth yet. Sometimes it pays to be patient when it comes to plants.
