What is eating my flower buds?

Hi,
Does anyone know what could be eating my flower buds? They’re there one day and then when I check in the morning the buds have vanished with just the storks left behind. We have hedgehogs, squirrels and various birds in our garden, I’m wondering if it could be any of these? 
Papaver and scabiosa are shown in the photos.

    The only common fauna I can think of which would eat the stalks down so far would be rabbits, deer, squirrels or possibly woodpigeons, but I'd expect shredded leaves too if those.
    A trowel in the hand is worth a thousand lost under a bush.

    Slugs, snails, caterpillars.....take your pick. Go out with a torch and you will probably see the culprits. Night hunting really is the only way to be sure which one is your nemesis.
    Marne la vallée, basically just outside Paris 🇫🇷, but definitely Scottish at heart.
  • Thanks for your suggestions. I've just caught the culprits eating them... sparrows!
