    I'm talking blind here 
    but i believe that in UK you have something like this under the sink



    2 "L" shaped shutoff valves(one for cold water other one for hot). connected to the faucet with flexible 3/8" piping

    what you need to do is add a "T" junction between the valve and flexible pipe.
    it can be a simple "T" fitting that you later add valve to 

    1. This

    2. Then this

    or any similar combination



    but you can also look for 
    Dual Appliance Valve (Washing machine valve)

     
    either way just make sure you buy correct sizes fittings and/or reducers and use teflon tape or Loctite thread.

    I assure you anyone can do this(but do check if you are allowed to do it by yourself)

    I have to imagine that if fitting such a valve to the pipe under the sink then Dolly would have to burrow through an accumulation of sprays, disinfectants, bleaches, sponges and assorted other cleaning materials every time she wants to water the garden. Then the cupboard door would be left open, her husband would walk into it, smash his knee, curse fearfully, trip over the hose, disconnect it and flood the kitchen and the ensuing row would end in divorce.

    It’s not worth it. Get an outside tap for the sake of your marriage.

    It’s important to get it done by a tradesman because I think I’m right in saying an outside tap had to have a non-return valve to prevent possible contamination of the mains water supply. 
    Hopefully someone  will correct me if I’m wrong 😊
