Newish turf - too much thatch

Hi
I had a new lawn laid last summer and even though I believed I have watered it frequently, it has slowly degraded in that there is a lot of thatch. I have talked the lawn twice in one day and it pulled up a lot of the thatch but it looks like there is still a fair amount there. So my question is, is it too early to scarify as I feel like it could do with it and then reseed the bare patches?
Any advice would be appreciated.
