Any idea what is laying this?

Each tulip has one single “thing” attached on a leaf. I assume it’s an egg of some description, any ideas? Probably more caterpillars..... 🐛.
Marne la vallée, basically just outside Paris 🇫🇷, but definitely Scottish at heart.

    They certainly like tulips whatever they are as there is pretty much one on each tulip! Can’t see them on anything else.
