Is this damping off?

I’ve started a lot of seeds off inside, on south facing windowsills, in propogators. Lots of white growth on the  surface of (new) multipurpose compost I’ve used.  The growth seems to be attaching to the seedlings. Should I write these off?

    They are roots growing. Just gently push them into the soil being careful  not to  damage the stem

    I wouldn't do that, cover them with s little more compost

    I think you could damage delicate roots, shouldn't be touching them or stems.At last I have done something right haha
