What's wrong with our Cherry Laurel?

We have several cherry laurel hedges that are about 9 years old and were growing great, until last year. The edges of the leaves look like they have been eaten however, we have never seen any insects, and spraying them with bug spray and soapy water, has made no difference. 
Can anyone tell me what this is and how to clear it up please?

  • I suspect there may be two problems going on: one is frost damage and the other could be vine weevil. Others may have more info.
