If I can I'll look at some local merchants that sell decorative aggregate this week. Still undecided. Contrast or decorative gravel that blends into brick colour that says this area is part of the house.
I agree with @delski but please don't take offence as one poster did when I told him to come to a decision and I got a rather nasty reply, we are trying to help.
So...... No tree.. reason you have now got clay and hard-core so lacking in soil.
Planter... a square shape might suit better with annuals or permanent planting, maybe a shaped evergreen bush if your planter is big enough.
Gravel.. put D, C ,A, B in a hat and pick one out, if you are disappointed in what comes out, discard and try again.
Parking.. No car today but she must have visitors with cars now lockdown has eased you can't expect folk to get out of the car without stepping on your gravel. I'm amazed she hasn't objected to the pile of soil and now hard-core must be a lovely neighbour You could get a matching planter in the back corner as it shouldn't get in the way way of the car doors
Yes she's a fab neighbour. All of my neighbours are since I did a lot of work on their gardens last year. There's no clay. I've removed the clay the builders dumped and sprinkled an inch of grey gravel down on what looked like a builders ground sheet. It's taken me 13 years to finally get around to this. No problem with neighbour stepping onto gravel to get out of car.
There's no soil and that is what you need to grasp. Plants with deep roots or that transpire a lot of water thru their foliage need soil to decent depth.
Work with what you have to get the best out of your space.

Go and look at the RHS website plant selector and ask for drought tolerant plants which may well include some shrubs.

You really do need to do some research on drought tolerant plants.
