Plum tree diagnosis

I started this plum tree from seed 3 years ago. Its parent is mostly ornamental (occasionally fruit bearing). I noticed the tips of the branches curling up and backwards, the leaves on them had turned a weird dark green (picture attached). Now i see the new, smaller leaves turning orange. No aphids—any thoughts or suggestions?

    A lot of my shrubs look like this. We have had a mild winter so growth started early, followed by bitter winds and now hard frosts every night. Bingo.
