Overseeding advice

Hi all,
I'd say my lawn was 70% moss, I put down Westland All in one lawn feed, weed and moss killer. I put down the correct amount as stated on the package. Anyway, that was over 8 weeks ago, I used a thatch rake & electric scarifier to get out as much dead material as possible. The lawn is looking very bare, it's 200 m2. I've got as much out as I can. I'm going to aerate the lawn with a 5-Prong aerator.
I have Pre-seed granular fertliser 6-9-6 3% Mg 30% Nutralene Mini Grade, grass seeds ( 1 for shady areas and another for not so shady), moss peat for top dressing.
I was going to out down the pre seed fertiliser 3 days before I put down seed.
Should I put top down a layer of top soil under the seed first or just loosen up the soil already there?
Any advise would be appreciated.
