Chocolate foxgloves and alliums

Two years ago I had two chocolate foxgloves that bloomed but since then although they have healthy leaves no flowers, will they bloom again also last year I had some beautiful large allium flowers but this year no sign of them. Should I have lifted them.

    Foxgloves are biennial so will need to have a year with the seedlings and then the next year will flower.
    Have you seen any seedlings?
    Alliums. Different story. They can make seed and produce new plants but then again they may take a year before flowering....but the rodents may take out the old bulbs and newer ones before they can develop again.
    Never have we lifted any and we always get some back and this increases as the years go on.
