to seed or not

I have recently started reclaiming an area which was heavy with willow herb and bramble for grass seeding. I brushcut the area and I am in the process of digging up the roots. I am aware it will probably grow again from seeds lying dormant and roots regrowing.
Should I plant a ground cover to suppress seed growth for this year or wait for any weed growth and spray then grass seed this season. I do not want to leave the area bare over winter.
