Different split! (Pinball)

I have a Victoria Plum tree some 7/8 years old that naturally has grown with 2 separate stems - one stem is fully flowering but the other stem has no flowers at all - no obvious problems as each stem is treated exactly the same - no sign of disease or aphids - does anybody have an idea of what the problem could be?  Thanks

    Can we see a photo of the whole tree please. 
    If the second stem is coming from below the graft it will be from the rootstock and not a Victoria Plum.

    Need more info.
    Where do the 2 stems start, ground or up the trunk. If they grow from the ground one could possibly be from the root stock.
    Have they both flowered in the past.
    A photo might help.
