Prunus royal burgundy advice

Hello everyone,we have just moved into a new house and there is a prunus royal burgundy in the garden. It was bought as a 12l pot and planted about 3 years ago according to the tag.
It has been almost flowering for weeks now, is that normal? I read that they flower in april so maybe it just needs a bit more time. We just wondered if it was healthy. Also down at soil level I can see little roots. Is this normal?
