See how the peony performs, if it was mine I'd remove the ivy as they appreciate getting as much sun as possible to their tubers for maximum number of blooms.
I agree, get as much ivy out as you can. It also looks like it's near a conifer (hedge?) which is less than ideal. Contrary to popular belief, peonies can be moved if you have a more suitable place for it, just don't plant it deep.
