That tree looks like a cherry rather than a magnolia. The section that carries white flowers has a different growth habit to that which has the pink flowers. It's likely there were arisings from the rootstock (white flowers) which have grown above the canopy of the grafted plant (pink flowers), hence the appearance.
Thank you all for your replies. I have taken another , hopefully a better picture. The tree has white flowers near the crown with magnolia like pink flowers at a much lower level. What is this mystery tree? Is it possible to graft a cherry with a magnolia tree

As Rachael says it more cherry or similar than magnolia. Magnolia flowers are upright goblet shape. If it's a magnolia stellata they are more star like but held singularly not in bunches. Your photo stillmisnt very clear unless you can cut a stem of flowers and photograph it. Where the tree starts to branch looks like a graft maybe and the white branch is growing from below it so from the root stock.
