New turf laid

Hi, I recently moved into a new build house in a small development. The ground was compacted and the developer decided to turf the lawn. 5 weeks later and the ground is so soft and badly flooded after rain (which is common in N.Ireland). The soil squelches when stood upon.
I contacted the developer to raise my concerns. My fear is that the turf was laid on top of the compacted ground. He stated that the landscaper he used had billed him for soil and sand. Tonight I removed some sods and i can see no evidence of topsoil or sand under the newly laid turf.
Has anyone any suggestions on how this can be fixed. Will it need to be completely relaid?
