Holly hedge base growth

Hi All see photo of holly hedge. established; but thin/no growth at the base. I have removed ivy from hedge and trimmed last summer.

what is the best method to get it to grow at the bottom please?

    As individual shrubs and despite regular trimming , your hollies are developing into small trees .
    Cutting them all to near ground level would induce basal shrubby growth , but this would probably seem a little drastic . On a positive note , hollies are surprisingly fast growers .
